有效匯率指數是用來估算一國貨幣，對一籃子主要貿易對手國貨幣的匯率變動，與名目匯率指數相較，實質有效匯率也將各國物價變化納入考量。

台灣以電子產業為主的出口廠商，銷售產品多以美元報價，因此，新台幣匯率貶值，對出口廠商有利，升值為不利。

而匯率指數主要意義，是反映新台幣與主要貿易對手國匯率之間的變動關係。

因此，實質有效匯率指數下跌，表示本國對外價格競爭力上升，原因包括本國貨幣貶值或物價下跌；指數上漲代表本國對外價格競爭力下跌，原因包括貨幣升值與物價走揚。
