賴清德：廢除茲事體大、多討論

北上出席行政院會的台南市長賴清德，被媒體問到「區段徵收存廢」的問題時說，廢區段徵收「茲事體大」，社會應有更多時間討論公益、必要性，以及補償能否做到最好、損害能否降到最低。

賴清德表示，南鐵案採一般徵收，公益性、必要性都高於採區段徵收的大埔案，兩案本質差很大；據轉述，蕭家淇、行政院副秘書長簡太郎等回應，指兩案都通過經內政部土地徵收審查會審查過關等合法程序，已具備公益性和必要性。

政院發言人鄭麗文轉述，江揆表示，台南、苗栗大埔案混為一談，是因媒體做了相關報導，大埔抗爭學者徐世榮也把兩案聯結；江揆也指出，早已邀大埔自救會成員逐條討論土徵法，大部分訴求、包括土地徵收應具必要、公益性「均已修正入法」。

賴清德於院會後舉行記者會，重申大埔案及南鐵案的不同，並指李鴻源「是個豪爽的人」，應出面說清楚。
