"西元"是什麼時候開始使用的呢?

我知道西元是從耶穌誕生那年開始
或西元前四年等等等

【那麼是什麼時候開始使用的呢?】

我的意思是:
假如說耶穌是西元元年生的(比較好比方)
那麼當時的羅馬政府
不可能從他出生那天就開始改用西元吧!!
一定是等他比較有名了
才開始改用
