日福島核爆　前首相及高層全不起訴

【綜合報導】日本前年發生311大地震時，受到海嘯影響，福島核電廠發生爆炸以及核物質外洩，造成多人死亡和受傷，當時檢察官接到對前首相菅直人以及東電高層等10人，被依過失致死及傷害罪控告，不過昨日檢察部門表示，將以不起訴處分。

檢調單位表示，當時被害者達1萬5千多人，有許多人認為是政府及東電反應太慢，因此對政府及東電高層提告。不過檢察官認為，311地震規模和海嘯規模過大，是過去專家也未預測及注意到，因此認為前首相及東電前高層無法做及時反映，刑事責任要成立，恐怕有困難。
